Positioning a background image a certain distance from an edge that depends on the writing mode

Description:
Background images, especially for inline text, are sometimes used to decorate the text. In such a case, the position of the image may depend on the writing mode and thus it may be necessary to indicate that the 'background-position' is calculated with respect to a "start" or "after" edge instead of from the top left.

Apart from adding keywords to 'background-position', options are to use '::before' and '::after' to add the decorations, to use selectors creatively (':lang()' and [DIR=...]), or introduce new pseudo-classes ':tlr' and ':rtl' that represent the inherited value of the DIR attribute.

This issue should probably be considered in combination with ISSUE-10, especially if a solution with new keywords is considered: http://www.w3.org/Style/CSS/Tracker/issues/10
