Harmonizing the "subset" of HTML

Now that work on HTML 4.0 is done. For its future, many people seem to be considering to extend it, but there are some attempts to define some level of subset. Work on ISO/IEC 15445 (a.k.a. ISO-HTML) is one attempt to define a subset of HTML 4.0; it is defined as a strict subset of HTML 4.0 Strict DTD. "Compact HTML" Submission is another example. If these "subsets" are not interoperable, it will seriously harm the future of HTML. That's my concern.

Internationalization

W3C Internationalization Working Group (member only) is now reviewing some proposals for incorporating ruby, vertical layout and some other internationalization features into HTML and CSS. As a member of I18N WG, I'd like to know people's opinion on this issue.
