J-Sky "Station" (Location Dependant Service for Cell Phones) and Privacy

We, J-Phone East, are a Japanese carrier and developed non-voice services in the early time. We have been providing e-mail and web services for a few years, and recently launched J-Sky "Station". J-Sky "Station" is the service based on cell broadcasting technology which enables to set different information in each cell of a base station and "push" the cell-unique information to a user who are in the cell area with a J-Sky "Station" handset. Currently, information providers have no way to know user's profile including location information. If a user wants more interactive and personalized services, information providers need to know more personal information such as where the user is.
