Assertion: An HTTP encoding declaration for a stylesheet takes precedence over a charset attribute link declaration.

Notes:
The HTML page is served as ISO 8859-1. The HTML link contains a charset attribute that says the file is UTF-8, but the HTTP header for the stylesheet says ISO 8859-1.
