dir on html, tooltip text starts with RTL
Mouse over the box with the orange border. Assertion holds if the text in the tooltip reads like that in the reference graphic:
A. The words are in the same order
B. The characters in each word are in the same order.
Assertion: [Exploratory test] When the html tag sets dir to rtl, (a) text runs in tooltip popups are in the correct order (b) characters within a directional run in tooltip popups are in the right order.

This behaviour is not described by the HTML specification.
