This test is only valid if the user agent recognises the HTTP and meta declarations, and :lang works.

Assertion: If there is a conflict between the language declarations in the HTTP header and the Content-Language meta element, the UA will recognize the language declared in the meta element.

Notes:

Red means the HTTP declaration had precedence.
