Description:
Gzip-compressed svg is identified by "Content-Encoding: gzip" when sent over HTTP and by .svgz from the filesystem. Data URIs have Content-Type but no Content-Encoding, and no filename. But its still reasonable to require that it be decoded. There is a signature to allow identification of gzip streams from the first few bytes (magic number) so this is feasible; it kjust needs to be clarified in the spec.
