Define how focusHighlight is applied when put on a container element

Description:
In some use-cases the svg author may want to override the default focus highlight by using focusHighlight="none".

However, the spec doesn't say exactly what should happen when you put the focusHighlight attribute on a container element. It would be nice if container elements applied the focusHighlight attribute on all children that don't explicitly override it by having a focusHighlight attribute themselves.

This is something that should be clarified.
