Do we need to set the "border-break" style at the fo:table-row level and fo:table-column level, or at table-cell level as proposed here? [taken from an open issue in the draft]
Per the proposal at http://lists.w3.org/Archives/Public/public-html-a11y/2010Jan/0245.html, the HTML A11Y TF does not plan to formally work on this issue at this time. This does not mean the TF has no interest in it, but does not have immediate plans to work on it. The TF may review the issue in the future.
I think it could be at all levels, just as border-properties that are on all levels.
(In reply to comment #1) I believe comment #1 is misplaced here. I don't see how this has anything to do with this issue. http://lists.w3.org/Archives/Public/public-html-a11y/2010Jan/0245.html shows "34. 8861 Separator menu items" while this bug is "8861 should border-break apply to fo:table-row and fo:rable-column, or at fo:table-cell?" so I don't see a connection.
Recommend to support border-break at the fo:table-cell level and fo:table-column level. border-break set on fo:table-column level applies to all the fo:table-cell's border-break values thhat belong to this column. fo:table-cell level's value overwrites the fo:table-column value's value if they both exist. In terms of Figure 17., I believe sometime users do want such output, so setting border-break at the fo:table-cell level gives them the way to do so.
