Currently, the acyclic constraint is allowed only on complexTypes and target* constraints are allowed only on element declarations. This is inconsistent. We should consider being more consistent in locating these constraints or, at a minimum, we must have a reasonable story for why this inconsistency is necessary.

Resolution at Jan 21 and 22 face to face meeting is 'won't fix'.
