But there is no definition of it anywhere.

Still valid issue. Was about to file this.
The spec just says "The term CSS layout box refers to the same term in CSS. ..." but doesn't the refer to CSS in anyway. So I guess some spec somewhere defines
CSS layout box, but I have no idea which one.

I think there still isn't a spec for it. :-(
