This is יא test for Bug 3642 Show preparse warnings even in case of fatal errors

Example case:

• document without declared encoding at any level, encoded in e.g latin1
• validator preparses, finds no encoding, throws warning, defaults to utf8
• decoding errors, validator throws fatal error
• output shows only fatal error.

The warning about lack of encoding should be shown, too.

This document has no doctype, and should be served with no charset at HTTP level. The iso-8859-1 encoded document, with accents, should thus fail to be parsed by the validator, but the pre-parsing warning about a lack of encoding should at least show.
