Charter update

Discussion with one commenter, minor changes to make

not optimistic about resolution before end of October, so we could be out of charter again after the current extension expires

have a couple issues to discuss in tomorrow´s WG call

will either agree, or remove tests as not related to 1.1, they´re pretty edge-case

APG won´t be ready before TPAC but hopefully can finish up at TPAC

also agenda for tomorrow´s WG meeting to sort generic role for spec

Check on GitHub / Travis usage

APG continues to tweak Travis-based testing

issue with job names not coming through in checks, not sure source of that

currently testing HTML validation, javascript format linting, regression tests on examples

performance issue that relates to webdriver bug requiring concurrency to be set to 0

HTML validator check installs java

but appears not to be huge performance issue

anything we wanna do for other repos?

could do html validation check
