<billroberts> kerry: feedback on draft documents can happen by email to the public list - for simple comments. For more substantial things, create an issue on the W3C Issue Tracker

... not yet ready to identify substantive issues but am working through this

roba: addded a couple of fixes in recent days
... tried to explain where reasoning is useful
... want someone to shhow me an example of nexted features e.g. a dataset affregated by states and inside that by local authorities
... could then have a go at describing this formally

... so I don't know how to do this bit
