Description:
xsd:datatime allows fractions for seconds, this is specifically useful when converting database timestamps.

Although the current specification fully supports fragments by setting xsd:decimal as range for time:second none of the examples shows it.

By adding a example with decimal fragments for time:second this will be solved.
