Approval of Minutes

<dbooth> http://wiki.hl7.org/index.php?title=ITS_RDF_Concall_Minutes_20150303

Paul will chair minutes approval

Motion to approve is made by David and Seconded by Claude

No discussion

No opposition or abstention

<dbooth> RESOLVED: Mar 3 minutes approved!

unanimous approval of minutes

Discussion of HL7 Project scope Statement - Claude had offered

Review of action items

He will work on this and coordinate with LLoyd

the HL7 project scope statement will allow the FHIR/RDF work to go to ballot with HL7. Will also provide visibility

Might not be necessary, but decided that it was worth doing

Claude will provide draft by next week

Does the scope quote requirements? Yes - it should, either by inclusion or linking

FHIR RDF and Validation/Translation Task force update

<dbooth> Notes from that call: http://www.w3.org/2015/03/04-hcls-minutes.html

<dbooth> ACTION: Dbooth to resend invite to claude [recorded in http://www.w3.org/2015/03/10-hcls-minutes.html#action01]

LLoyd to update on the Validation/Translation task force

<scribe> ACTION: Selection of sample resource(s) to be used should be discussed at this meeting [recorded in http://www.w3.org/2015/03/10-hcls-minutes.html#action02]

<dbooth> FHIR examples: http://wiki.hl7.org/index.php?title=FHIR_Examples_For_Driving_FHIR_Ontology_Development

Different people have been using different examples for illustrating FHIR-RDF mappings. Choosing common example would simplify

Example page shows some possibilities that could be used

<scribe> ACTION: Dbooth to add discussion of these to next week's agenda [recorded in http://www.w3.org/2015/03/10-hcls-minutes.html#action03]

<dbooth> Harold's slides: http://dbooth.org/2015/solbrig/FHIR_RDF_Solbrig.pdf

<ericP> i believe that alejandra knew of one but not a "standard" one.

<Zakim> dbooth, you wanted to ask if there is an RDF representation of 11179 available

<dbooth> David: is an RDF representation of 11179 available

<dbooth> Harold: Yes

Yes. there are two RDF representations of 11179

<dbooth> ... we're also working to harmonize with CDISC and FHIR

one from 2007-2008, another under development

<dbooth> ... but since UML is not part of the standard, the's some problems

<Zakim> ericP, you wanted to ask if 11179 was ever used to drive software doing unification, e.g. warehouses

<dbooth> ericP: ask if 11179 was ever used to drive software doing unification, e.g. warehouses?

<dbooth> harold: Yes, primary use has been harmonizing different data models in same domain, with the intent of a common rep or transform between models

Harold: Yes. Primary use of 11179 today was to harmonize different data models about the same domain and documenting how elements in data model go together, with the intent of arriving at a common representation or a transform between models

<dbooth> harold: from OMG perspective, CTS2 was not a healthcare std.

<dbooth> ... OMG adopted CTS2, but then HL7 didn't decide what to do about it.

<dbooth> ... CTS2 is descriptive -- not prescriptive. No conformance criteria, so anyone can say they're CTS2 compliant. OMG is looking at this.

CTS2 has many micro-standards

Designed to be distributed

updates based on a hybrid of subversion and git

<Zakim> dbooth, you wanted to ask what is meant by updates?

<dbooth> david: what is meant by updates?

revisions to code systems...

<dbooth> harold: revisions to value set contents, etc. Model allows multiple versions to exist, distinguished from each other.

<dbooth> ... Puts a stake in the ground about identity of things.

URIs reference unchanging resources

<dbooth> ... Once a URI is published it is an unchanging resource. Exception: an open resource (not final) has all bets off for identity and caching.

<dbooth> ... Once it is closed it won't change.

<dbooth> paul: When you make microchanges, do you advance a counter?

<dbooth> harold: They appear as a set of changes in a change set.

<dbooth> (slide 22)

<ericP> i think most web server have the Last-Modified describe the disk artifact, though in principle, you could override that to connect it to some metadata

Harold: 2-n URIS - 1 - thing being described. 2-n: descriptions

<dbooth> harold: CTS2 calls for at least two URIs: one for the thing described, and one (or more) for the description itself.

<dbooth> (slide 23)

<dbooth> eric: What's a map?

What is a map? A map is a description of how one transforms a class from one coding system to one or more codes in another coding system

<dbooth> harold: a map describes how to transform a class or indivicual in one coding system to a code or codes in another system.

<dbooth> ... e.g., SNOMED CT to ICD-9

<dbooth> harold: HL7 CTS2 DSTU is *not* the standard, it is the *requirements*

<dbooth> harold: people criticize CTS2 as huge, how to build it? Answer: don't. Build parts that you want.

Harold: CTS2 is designed to be federated and extended.
... CTS2 and FHIR are remarkably similar, but not surprisingly

<dbooth> harold: shouldn't need to use any (or not many) CTS2 names in RDF representation - mostly standard RDF terms like SKOS, Dublin Core, etc.

<dbooth> ... We're trying to convince organizations to make concept URIs dereferenceable.

<dbooth> ... Such as SNOMED CT.

<Kerstin> http://ihtsdo.org/fileadmin/user_upload/doc/download/doc_UriStandard_Current-en-US_INT_20140527.pdf

<dbooth> ... WHO has ICD-11 and ICD-10 URIs and they are dereferenceable already.

<dbooth> ... Would be nice if LOINC had standard URIs.

<dbooth> ... They've said they're open to a proposal, but nobody has given a proposal yet.

<Kerstin> Totally agree we have the same discussion with e.g. MedDRA, WHO ATC etc.

<dbooth> ... Right now there are about 6 different SNOMED CT URI sets. :(

<Kerstin> Pushing back to the authoritative source e.g. MedDRA MSSO to assign URIs

<dbooth> (skipping to slide 34)

(slide 34)

Harold: I don't know

<Zakim> dbooth, you wanted to ask Why is CTS2 viewed as evil?

<dbooth> lloyd: complexity of XML instances, number of namespaces. What CTS2 is trying to accomplish makes perfect sense.

<dbooth> ... But it's challenging for implementers.

<dbooth> harold: Valid criticisms. Wish we had the funds ... FHIR faced the same schema complexity and addressed it elegantly. Would like to put them into web representatinos to reduce complexity.

<dbooth> ... Namespaces are a royal pain. Maybe put RDF up front -- transform into RDF is minimal -- but you need namespace for the mime type, value sets, roles, etc.

<dbooth> Rafael: Re lack of authoritative terminology URIs. Would be excellent to reach out to orgs to suggest/recommend to converge on standard URI endpoint strategy for standard URIs.

<dbooth> david: This group to make those recommendations?

<dbooth> rafael: ONC is seeking concreted approaches. Push them to push orgs to do this.

<dbooth> tony: When are ONC comments due?

<dbooth> david: ONC comments due April 3

<Alejandra> Hello

<Alejandra> I get a message indicating that the conference is restricted. Is that because the number of callers has been exceeded?

<dbooth> harold: Already made rec about URIs
