WCAG 2 ICT status

RESOLUTION: Accepted as proposed. Change 2.2.1 from "the content" to "non-web documents and software"

<Zakim> Joshue, you wanted to ask if any of the Canadian Govt developers would contribute to tech dev in W3C space

<MichaelC> While Github has a Web interface, I expect it works with arbitrary clients, so presumably accessible clients exist
