the requirement that one be able ot set the initial state and interrogate the final state was beyond what people wanted to expect from servers

(works for servers based on generic triple stores)

plan was ultimately to have a generic tests like POST-a-new-resource, get-POSTED-resource, patch-resources where a servers can (so anthropomorphized) effectively write their own tests and report the TCP traffic with the EARL report

the tests can be stuck in HTML (so long as it doesn't include binary data) with fixed anchor names on <pre/>s

we can provide some generic tests (e.g. copied from the test suite i created) which will test generic servers and serve as a template for those writing their own tests.
