[Odrl-version2] Relax attribute in ODRL Duty

Renato,

I have spotted an issue with the 'relax' attribute in the Duty entity.

The ODRL website says:
"If set, the relax attribute MUST take one of the following values:
     * true: ...the Duty may be fulfilled at any time...
     * false: the Duty must be fulfilled before the Permission can be 
exercised
If not explicitly set, relax takes the default value false."

This implies that the only options are "at any time" or "before the 
act".  But many permissions are conditional on duties - eg reporting and 
payment - being performed within specified time constraints but 
certainly not before the act.  Indeed, the way you proposed to handle my 
data mining example last week was a case in point.

Or have I misunderstood?
