... we do not want to swift from the charter, but we need more participation and for that may be open for a little altered charter interpretation
... way to describe Linked Data should have advanced since three years ago, but apparently it hasn't, at least not in industry
... how do we stay within our charter, how can we motivate people to contribute

BartvanLeeuwen: Problem is that depending on country there is a different view on Open Data. E.g., Netherlands it has changed in only a couple of months.

<HadleyBeeman> BenediktKaempgen, the UK gov linked data working group is doing the country-specific vocab and standards work for us in the UK.

HadleyBeeman: a liason with W3C GLD of course is possible

<HadleyBeeman> Among other things, the UKgovLD group will be looking after data.gov.uk/linked-data and will want to point to/build on this group's resources

Sandro: wondering whether 5-star-scheme still relevant or would need extension

<HadleyBeeman> +1 to explaining, practically, what each star accomplishes (in practice)

bhyland: do not see that we were alienating people with that scheme.

<Bhyland> Sandro: Develop a gov 5 star diagram & support with use cases & benefit statements to better understand it.

Sandro: Apparently, there is no proof that 4-5-star would bring extra benefits to industry

<Bhyland> ... Explain why you want 4 & 5 star data, be rationale & not judgemental

Sandro: do 4-5-star simply because it's "cool" wont help

bhyland: to stitch together data silos, there still is no better way than the Linked Data architecture

BartvanLeeuwen: currently, there is no killer-app for 4-5-star LD

<Bhyland> Bart: 3 star can readily be converted to 4 and 5 star

DaveReynolds: Aim of the WG should be not only to push people forward to publish Open Data, but also to do it with the Linked Data principles.

bhyland: people still do not have enough information to do the publishing of Open Data the Linked Data way
... people cannot evaluate benefits between solutions

bhyland: we should make it easier for public agencies to publish their data and to participate in this WG
... they all publish using JSON. We should leverage our connections to get more people involved.

<DaveReynolds> Very few of the Semantic Web/Linked Data vendors participate in the WG, let alone other data platform vendors.

bhyland: why is Linked Data not taking off

<gatemezi> What about having an event like Google hangout where we could invite at least all the providers /compagnies we work with to talk about their problems? Just after releasing our last doc?

MikePendleton: If we could frame Linked Data in the context of Big Data, that would help

<Bhyland> MikePendleton: LD should be framed in context of Big Data that has everyone abuzz in US

<Bhyland> Biplav: Lack of decision making is more previlent issue in some countries

Biplav: social web is another important area

<Bhyland> It seems we are describing two 'tracks' in this WG, one is use cases & best practices; the other is technical guidance on 'how to' including core vocabularies & checklist for discerning quality vocabs

<DaveReynolds> DaveReynolds: clarified the the UKGovLD group is a UK specific initiative, created as a result of UK White Paper on open data. It is currently a small seed group intended to create a community of practice.

... if you are willing to lead a discussion you can announce that on a board.

olyerickson: agenda gets posted live to TPAC website. After agenda is set, it happens like in a normal conference.

<Bhyland> Sandro: Concerns came in around prep'ing for sessions. If you prep for a session, maybe you don't get selected ...

<Bhyland> Olyerickson: Be prepared & be prepared to lead it. Have materials in advance.

olyerickson: of course you should only propose if you can lead it and if you have content for it.

bhyland: if we get input from the WG, we are happy to propose a topic.
... e.g., some bullet points from Dave would be terrific.

Dave: What would be the time scale?

bhyland: will get in contact with Dave and Hadley. Pointers would also be useful.

bhyland: community directory will be topic for next weekly telco.

bhyland: goals will be discussed. People can speak about directories that work well.
