PLH, Ralph, and I discussed these questions and concluded that the Working Group should not worry about the reference to Fetch at this stage. Up through Candidate Recommendation, the group should focus on the technical suitability, testing, and interoperability around its specs.

At Proposed Recommendation stage, the Director will look at the stability and suitability of all normative references. By that point, we'll aim within W3C to have a good answer for Fetch.
