2011-10-26: The current proposal only uses communication via well-known URI. In this proposal, there are no responses to DNT signals.

2012-02-07: it is likely that some obligations will be defined for 1st parties. As a consequence, it is important to tell the user that a 1st party complies.
As a consequence, a response is needed.

Thus, ISSUE-51 should follow the guidance for ISSUE-105.
