Description:
Parties are parties. Who they are doesn't change. What does change is the context of the collection and use of data. In the current approach we talk about 1st or 3rd parties when we really mean contexts of data collection or use. This is confusing and wrong, for users and for implementers. It creates problems developing the spec now, and will create problems in the future as new business models and technology arise. Being clear that we are talking about context will make the spec much, much cleaner. We could summarize rules in a simple matrix:

Related notes:

Changes to the language throughout the Compliance document were made (by me, some time ago now) to refer to requirements that apply when a party is a first-party or a third-party to a given user action. (We're not using "context" as that has a different defined meaning, but it's that idea.) There didn't seem to be any objections to making that clarification. I believe this is resolved.
