Minimal semantics proposal from Antoine:
See associated thread: http://lists.w3.org/Archives/Public/public-rdf-wg/2012Sep/0008.html
PROPOSED: Editors should integrate the "Minimal Semantics" design and included test cases into Working Drafts and the Test Suite, with the understanding that this is the approach we will use unless serious problems emerge. Any specific issues people have with this design should be RAISE'd soon.
Please note that the above proposal infers agreement with the Design Decisions at http://www.w3.org/2011/rdf-wg/wiki/TF-Graphs/Minimal-dataset-semantics#Design_Decisions_.28DDs.29
