What's the scope of these identifiers?

Let's say I retrieve provenance of thing1, which includes an account identified by account-x.y.z. Then, I retrieve provenance of thing2, which includes an account identified by account-x.y.z

What is the scope of identifier account-x.y.z :

  • universal in space and time?
  • the server which returned the provenance?
  • the provenance container in which the account was declared?
  • something else
