- Phil: We've chosen to not put hierarchical stuff in the WSDL, following the pattern of HTTP - where those characteristics are specified elsewhere.

- Eric: What we're talking about here is dropping the optional WSDL conformance target, moving 3003 & 3004 into the mandatory portion of the spec, and then turning 3001 & 3002 into non-normative definitions.
