Related notes:

The group decided to add a constructor to the v2 spec and to remove the initTouchEvent method from v1 and v2. See 4-Oct-2011 mins for some details: http://www.w3.org/2011/10/04-webevents-minutes.html#item05

This Issue is now moot given the decision to stop Touch Events v2 and to start work on Pointer Events <http://www.w3.org/2012/pointerevents/charter/>.
