Consider this Issue as Open and something that must be addressed/closed before v1 of the spec moves to Last Call WD.
Arthur Barstow, 19 Jul 2011, 19:14:51Here is a related Webkit bug that Olli reported: https://bugs.webkit.org/show_bug.cgi?id=60612
Arthur Barstow, 2 Aug 2011, 19:57:16The group agreed during the 6-Sept-2011 this issue is now considered closed: http://www.w3.org/2011/09/06-webevents-minutes.html#item03
Arthur Barstow, 6 Sep 2011, 15:53:42I believe we closed this issue prematurely. Although there is a patch submitted to WebKit that would resolve the issue, the patch has not been accepted (yet?) and so the issue still exists.
