ReSpec should always have inlineCSS true

- Currently inlineCSS defaults to false but this causes people to trip over when shipping documents over to TR (where documents really shouldn't refer to CSS resources in CVS). Making it default to true is probably harmless, but I'll have to make sure of that first.
