- goal is to provide links within document to other sections, including section number, but not having to fix them manually if section numbers or titles change.
For example, currently might have <a href="#sec-Foo">Foo stuff</a>, (Section 4.3)
would prefer <link href="#sec-Foo/> that generates <a href="#sec-Foo">Current section title</a> (Section Current-Section-Number)
