Shane: I'm disappointed about XHTML 1.0

Shane: We made a conscious decision at sometime to leave this as is

... M12N 1.1 needs fixing

Shane: We would break M12N rules to change the datatype

Steven: We have to leave this as is, and explain why
... this is a bug against M12N, not XHTML 1.1
