The XML Sig 1.1 and XML Enc 1.1 drafts currently identify the ECC algorithms as REQUIRED. Given the instructions in Section 2 of the following W3C policy, http://www.w3.org/Consortium/Patent-Policy-20040205/ , we need to weaken the ECC statements to OPTIONAL.
