The WebApps WG was originally chartered in June 2008. Having completed or made substantial progress on many of its original deliverables, it was rechartered in March 2009 to take on new work and rechartered again in June 2010 to take on a few additional deliverables. In April 2012, the WG was once again rechartered to reflect that work had stopped on some specs, work was completed on other specs (e.g. several of the widget specs) and some new specs were added.
The original charter merged the deliverables of the Web API and Web Application Formats Working Groups by continuing work already in progress, and taking on new deliverables necessary for the evolving Web application market.

Differences Between Charters
The primary goal of the 2009 charter changes was to explicitly add the Web Workers specification, and to clarify specific deliverables, such as the Server-Sent Events, Web Sockets API, and Web Storage, which were described in the original charter (normally under different names), but not yet in formal draft form.
The primary changes to the June 2010 charter were the addition of the following specifications: Web Messaging, Widgets Embedding and Asynchronous DOM Mutation Notification (ADMN).
The changes to the April 2012 charter are summarized in the charter's About This Charter section.
