When should the events defined by DOM3 Events fire?

Description:
Right now DOM3 Events describes a lot of events, like click and dblclick and so on, but doesn't actually have any normative conformance criteria for actually firing them.

It would be good if when this is defined there was also a way for other specs, like HTML5, to "hook into" the mechanism, for example defining "activation behaviour", which HTML5 current optimistically relies on:
