Description:
'scroll' was moved from the Event interface to the UIEvent interface, so UIEvents are grouped logically and are detectable as such for script library use. This is a proposal to change it back to the Event interface, since the additional .detail and .view properties are not needed:

Resolution: from a taxonomy standpoint, scroll fits as a UIEvent. While it doesn't take advantage of the detail/view properties, neither do some of the other UIEvents. Having a logical organization of events is helpful for feature detection and is one of the improvements Level 3 events makes over Level 2.
