Description:
This new ISSUE is the follow-up of the discussion we had during the 19/08/2009 telecon [1] and the ACTION-89 [2]. It allows to close the ISSUE-3 [3].

Basically, we need to:
  * write a small Internet draft for IANA consideration that will link to the media fragment specification (with a good story why fragments are important)
  * write a Internet draft that describes a how-to (template?) register the fragment scheme for all media types
Will that be 2 different documents or a single one?
