Description:
In the Background section of the current draft, the focus is solely on the
use of W3C standards, which seems to disregard existence or use practices of
standards within ISO. (A similar thread is in the first section on
Transparency and Participation.)

Thus it's unclear whether this document is
1. designed to assist governments in implementing and integrating best
practices for openness and transparency in all use, or
2. designed to highlight and promote W3C standards only.

I am concerned that the lack of standards for audio and video, for imaging,
as well as for recognized SO-standard document and archiving formats will
actually limit the availability and exposure for open access. The lack of
ISO reference materials, already in broad use, makes the document feel
weaker.

Should the scope of materials be expanded?
