on the OWL 2 Web Ontology Language last call drafts.

The working group has decided to take up your suggestion and define an RDF specification of the OWL 2 vocabulary in the RDF/XML exchange format. A draft of this specification can be found at [1]. The intention is that, when OWL 2 becomes a recommendation, the specification will be placed at [2].

I would appreciate if the OWL working group would deliver (and maintain) 
an RDF specification of the OWL 2 vocabulary, as discussed below, in the 
RDF/XML exchange format.  While the OWL namespace document itself cannot 
be changed at this stage, I would suggest that a new version of that 
file is placed on some other W3C site as long as OWL 2 is still evolving.
