Initially included in ISSUE-29, ACTION-28 from 2007-11-14 telecon [1] required that this issue be created to separate facet URIs discussion from other issues described in ISSUE-29.  From the initial email

"Also, I think we should use the xsd namespace for the facet names, so that they are written as xsd:minInclusive"
