Description:
In OWL 1 one could have Ontology A, B with A importing B.

A:  :foo rdf:type rdfs:Class
B:  :foo rdf:type owl:Class

In OWL 2, A  would be rejected as syntactically invalid because no part of the reverse mapping handles the single triple with rdfs:Class

An analogous situation arises with rdf:Property

2008-10-24 11:05:15: Make owl:imports of an RDF graph that does not have an ontology header act like include, in that the target graph is *not* an ontology, and that the target graph is RDF-merged with the importing document's graph to generate a new RDF graph that is then subject to the reverse mapping.
