Description:
On various occasions the difference between MAY, SHOULD and MUST was pivotal in the discussion of parts of the spec (e.g. the imports in ISSUE-21).

Currently, it is unclear whether this wording is consistent over all documents. We need to make sure it *is* consistent before going to rec.
