Should Window 1.0 include history?

Should the Window Object 1.0 specification cover the window.history object, in addition to the current planned scope? I think this may be necessary to give a sensible and testable specification for the Location object. And it will also simplify the definition of browsing context and allow it to match what Web Apps 1.0 says better. This affects the scope of the spec and planned interfaces so it is an important issue to resolve to get the spec "feature complete".
