Clarify the point of "distinguishing" between static and other text in messages

"The quoted text in the bootstrap message, the part of the message after "belongs to", MUST be distinguished from the rest of the static text. "
This is either under or over specified. What's the point of being distinguished? Whatever it is, that point should be substituted in for the word "distinguished".
