"aa) the user can navigate to a known preferred search engine,"
This is not as abstract as it could be (and I think should be). This interaction is for the user to find the site they are looking for, in a trustworthy fashion, given the information they have easily at hand. Using a known preferred search engine is one way (perhaps the only way we can think of right now), but we shouldn't preclude other ways. I propose the change:
aa) the user can find the site they intended to go to in a trustworthy fashion

"If the user choses interaction (aa), the user agent MUST navigate to the user's preferred search engine."
This is gratuitous; it just says, do what you told the user you'd do. It should be removed.
