The document will have these basic sections:
- Overview
- Conformance
- Recommendations
- Glossary
- Acknowledgements
- Appendices

Within the Recommendations section will be categories/sections for types
of recommendations - for example:
- Site identifying information in Chrome
- Security protocol error representation
- Safe Browsing
- Personally Identifiable Information Editor Bar
- Extended Validation certificates
- Secure Internet Letterhead


This will describe the template for information in each of the categories of recommendations/requirements:
- WSC Goals
- Overview and Assumptions
- Recommendations
- Requirements
- Good Practice
- Dependencies
- Use Cases
- Implementation Techniques
- Expected User Behavior
- Disruption
