Objectives of ITS
The basic idea

use (eg. bidirectional or ruby markup)

that XML tag sets support localization
needs (eg. translate flags, translation
notes,
etc.)

Guide
designers of XML tag sets and content
developers away from translatability
problems.

Ensure
that localizers and format converters
can recognise the meaning of tags in a
tag
set.
