late 2000 Steven Forth gets people together, and introduces Yves Savourel to the mix
2001 Richard and Yves publish "Requirements for Localizable DTD Design."
Jan 2005 ITS Working Group starts under W3C Internationalization Activity, Yves Savourel chairs - requirements developed, then Working Drafts for tag set and best practices
May 2006 Last call review for tag set document
Now Last call completed, commenters satisfied - very soon hope to move tag set to Candidate Recommendation
Next Create tests and implementations and move tag set on to full Recommendation, then move best practices to WG Note
