Description:
The syntax for metadata in FLD and BLD is currently under discussion by the WG. Proposals by Jos and by Harold & Michael have been considered. The April 15th WDs reflect the Harold & Michael proposal and the publication does not reflect agreement of the WD, just pressure to publish some version.

Related notes:

Closed by WG resolution at the Galway F2F10 28 May 2008. The BLD spec includes a syntax for metadata that can hang off any "class" element in the XML syntax.
