Based on discussion at F2F7 and presentation by Dave Reynolds.

Rule users (eg MISMO) are using XML Schema as a language for declaring
their object model. Then they want to interchange RIF rules written
with that model in mind. What does RIF have to specify in order to
allow for interoperability?

JAXB provides a default mapping from XML instance documents to Java objects,
and the BLD frame syntax lines roughly lines up with the Java object model, so
a similar approach should allow a mapping from XML instances to BLD documents
containing frame facts.

At the 11.6 F2F, WG decided this was desireable but not CP. We will try to
address in BLD but will not hold up LC if it can\'t be addressed.

At the April 22 2008 telecon the WG resolved that this issues is not in the critical path for BLD LC

At F2F11 we agreed this is about how to map some portion of the xml schema to frames, which includes mapping names of e.g. slots to e.g. classes, atributes, etc.
