RIF should support uncertain and probabilistic information.

Issues:
1. Admin: Where does this requirement fit? Would this requirement be a
measurable property of the Coverage CSF?
2. Need clarification of the topics: e.g. uncertain information, reasoning
with uncertainty, probability, probabilistic data, probabilistic reasoning.
3. Should support for uncertainty reasoning and support for probabilistic
information be treated together?
